Threats to Food Security in 2023: The Trade Dimension
Global grain and fertilizer supplies remain at risk in 2023 — and food security with it. While crop prices have started falling again after peaking around the time of Russia's invasion of Ukraine a year ago, geopolitical uncertainty, volatile commodity markets and climate change continue to pose threats. In this webinar, our panel will discuss the trade dimension, both as a cause of food insecurity and a solution. The Black Sea Grain Initiative, which has helped Ukrainian grain and fertilizer exports through the Black Sea since July 2022, has just been renewed but only for two and not four months as expected. The short extension period may signal Russia's increasing assertiveness in the grain market, so the geopolitical drivers of trade will receive particular attention.

Joseph Glauber
Senior Research Fellow @International Food Policy Research Institute (IFPRI)
Joe Glauber is a Senior Research Fellow at the International Food Policy Research Institute in Washington, DC where his areas of interest are price volatility, global grain reserves, crop insurance and trade. Prior to joining IFPRI, Glauber spent over 30 years at the U.S. Department of Agriculture including as Chief Economist from 2008 to 2014.
Marc-Andreas Muendler
Professor of Economics @UC San Diego Department of Economics
Marc-Andreas Muendler is Professor in the Economics Department at UC San Diego, a Research Professor at ifo Institute in Munich, Germany, a Guest Professor at the University of St. Gallen, Switzerland, and a Research Associate at the National Bureau of Economic Research in Cambridge, Massachusetts. He has worked as a consultant to the World Trade Organization, the World Bank and private businesses, and as a consulting researcher for the Brazilian labor ministry, the Brazilian census bureau, the German central bank and the Federal Reserve Bank of New York.
Nadia Rocha
Lead Economist @Global Trade and Regional Integration, World Bank
Nadia Rocha is the Lead Economist in the Macroeconomics, Trade and Investment Global Practice at the World Bank. Prior to Joining the Bank in 2016 Nadia worked for five years in the Economic Research and Statistics division of the World Trade Organization. She was seconded to serve as a Senior Advisor on trade to the Colombian Ministry of Trade during 2015. Nadia holds a Ph.D in International Economics from the Graduate Institute of Geneva, a MA in Economics from Pompeu Fabra University of Barcelona and a BA in economics from Bocconi University in Milan. Her current work focuses on regionalism, trade costs, global value chains and trade and gender.
Kyle Handley (Moderator)
Associate Professor of Economics and Associate Director @Center for Commerce and Diplomacy, UC San Diego School of Global Policy and Strategy
Kyle Handley is an economist who specializes in international trade, investment, uncertainty and firm employment dynamics. An associate professor at GPS, Handley holds the Rafael and Marina Pastor Chancellor's Endowed GPS Faculty Fellowship. He is also a faculty research associate in the National Bureau of Economic Research.
